The City of Rockdale strives to protect public health, safety and welfare by providing quality potable (drinkable) water with an uninterrupted flow of water at adequate pressures. The department strives to operate and maintain the water system through:
- Constructing improvements or repairs
- Evaluating the system’s condition
- Keeping records and reporting in accordance with Texas regulations
- Overseeing preventive maintenance of the water treatment and distribution systems
- Responding promptly to water leaks
- Using management practices that promote economy and efficiency
- Using materials and chemicals to collect and treat water in accordance with regulations established by the Texas Commission on Environmental Quality, the Texas Water Utilities Association and the American Water Works Association
The city’s water treatment plant on Mill Avenue can treat up to 3.66 million gallons per day. The Texas Street water plant can treat up to an additional 1.58 million gallons per day, for a total system capacity of 5.24 million gallons per day. The city has two elevated water storage tanks. The Mill Street tank can hold 250,000 gallons of water, and the Allday tank can hold 500,000 gallons of water.
The city also has a 285,000-gallon groundwater storage tank at the Mill Street pump station and a 500,000-gallon ground storage tank at the Texas Street pump station. Finally, Rockdale has about 271,000 linear feet (about 51.3 miles) of water distribution lines that range in size from 1-12 inches.

Drought Contingency Plan & Emergency Water Demand Management Plan
The Drought Contingency Plan and Emergency Water Demand Management Plan (PDF)was adopted by the City Council in April 2019. The plan provides for measures which the City Council deems it expedient and necessary to establish certain rules and policies for the efficient management of limited water supplies during drought and water supply emergencies.
